Instead of having  your own office from which to operate and hire, train and manage a complete staff, such as receptionist, on-call emergency services staff, accounts payable and receivable staff, a general manager, an operational manager, a compliance inspector, a collections person, administrative staff, file clerks, couriers, etc., the Association has hired a Management Company for these services.
